    European Innovation Scoreboard: New Theoretical Advances and Visualization Tools

    Recently, the JRC has been working on theoretical advances for composite indicators building. These advances concern the weighting procedure, probably one of the most delicate and controversial phases of the process. In the ambit of the FP6 project ÂżKnowledge Economy IndicatorsÂż, with the Katholieke University of Leuven, the endogenous weighting procedure has been implemented and tested. Another methodological advance in indicatorsÂż aggregation is the multi-criteria procedure, which tries to resolve the conflict arising in country comparisons as some indicators are in favour of one country while other indicators are in favour of another. This conflict can be treated in the light of a non-compensatory logic and taking into account the absence of preference independence within a discrete multi-criteria approach. A proper visualization of the results is indispensable to communicate the information appropriately and transparently and affects both relevance and interpretability of the results.     This report shows the scores of the 2008 e-business readiness index for European enterprises. The 2008 e-business readiness index, evaluated using data from the 2007 ICT enterprise survey carried out by Eurostat, is a useful mechanism for comparing e-business adoption and use by firms in the various European countries. The e-business readiness index measures the ICT adoption by enterprises using 6 indicators and measures ICT use by enterprises using another 6 indicators. The report describes the 12 benchmark indicators and the data coverage. The index obtained with the 2007 data is compared with the index calculated from previous years.     This report on Research Excellence is the deliverable of the third work package (WP3) of the feasibility study ‘ERA MONITORING’, financed by DG RTD. The objective of the work package was to explore the possibility to develop a composite indicator of research excellence in Europe, in coherence with the orientations of the EU 2020 strategy and the Innovation Union initiative. The study built on the theoretical framework proposed by the 2011 report of the Expert Group on the Measurement of Innovation ‘Indicators of Research Excellence’, co- authored by RĂ©mi BarrĂ© (CNAM, France), Hugo Hollanders (UNU-MERIT, The Netherlands) and Ammon Salter (Imperial College, UK). We proposed three alternative conceptual frameworks of research excellence with different underlying indicator structures, and tested their statistical coherence. In the first theoretical framework, we aimed to follow as closely as possible the Expert Group recommendation of 6 dimensions. In the second framework, we tried to consider only two dimensions (basic and applied science), also based on the Expert Group report.     Abstract: This report is a methodological analysis on the composite index of the information and communication technology (ICT) adoption and use by enterprises in the Europe. Efficient adoption and use of ICT is a key factor to help European enterprises to raise their productivity and competi-tiveness. The 2006 European E-Business Readiness Index, evaluated using data from the 2005 Euro-pean enterprise survey of ICT use and e-commerce by Eurostat, is a useful mechanism for compar-ing e-business adoption and use by firms in the various European countries by sector, size and coun-try. European E-business Readiness Index measures by 6 components the ICT adoption and by 6 components the ICT use. Report describes basic indicators and data coverage. General composite indicator results of 2005 data are compared with results from earlier years. Analyses include prob-ability density estimates for scores, robustness analysis, and correlation and principal component analysis.     Sharing EUOAG Members’ Experiences and Practices in Implementing their Competent Authorities' Arrangements

    Directive 2013/30/EU on safety of offshore oil and gas operations (also known as Offshore Safety Directive - OSD) was published in 2013 with the aim of establishing minimum requirements for major accident prevention in offshore oil and gas operations and for limiting the consequences should such events occur. In accordance with the provisions of Article 41, Member States (MS) were obliged to complete the process of transposition of the Directive at national level by July 2015, and their appointed Competent Authorities (CA) for offshore safety were required to start applying in practice the provisions in their daily operations. Particularly in relation to existing installations – all laws, regulations and administrative provisions necessary to comply with the Offshore Safety Directive had to be implemented by July 19th, 2018 at the latest, as specified in the transitional provisions of Article 42. On 26th -28th November 2018, the technical workshop entitled "Sharing EUOAG members’ experiences and practices in implementing their Competent Authorities' arrangements" was organised by the Joint Research Centre (JRC) – with the support of the Directorate-General for Energy (DG ENER) - in Ispra, Italy. The main purpose of the event was to provide opportunities to Member States for sharing and reviewing their experiences and practices in the development of their Competent Authority's arrangements for complying with the requirements of Directive 2013/30/EU. The present report summarises the main conclusions from that event, and identifies potential issues for further consideration by individual EU MS Competent Authorities, the European Union Offshore Oil and Gas Authorities Group (EUOAG) and the European Commission's Directorate-General for Energy (DG ENER).JRC.C.3-Energy Security, Distribution and Market
